The construction of a new Soviet culture began with a school. The school was separated from the church, and the church – from the government. The basis of the new school was a seven-year school, consisting of two stages: 1 stage – grades 1-4, 2 stage – grades 5-7.
The Soviet government replaced the church with a registry office, abolished the age limit of 80 years. By the decree of the People's Commissariat of Justice and Health of November 18, 1920, abortions were allowed.
The attack on the church began. Bishop Hermogenes of Tobolsk (Dolganev) was one of the first to fall at the hands of the Bolsheviks. In the spring of 1918, Bishop Hermogenes was arrested and sent to Yekaterinburg. In Yekaterinburg, Vladyka was imprisoned. Members of the Ural Council demanded a ransom for the bishop's freedom. Despite this, the bishop was sent by rail to Tyumen. In Tyumen, Hermogenes was transferred to the steamship “Petrograd”. The ship proceeded to Tobolsk. On the way, the Bolsheviks learned that the city was occupied by white forces, so it was decided to execute all those arrested.
In the area of the village of Pokrovsky, Bishop Hermogenes was taken to the deck, beaten and, tying a two-pound stone, thrown into a Tobol. In August 1918, when the water came down, many corpses were found, and Bishop Hermogenes was identified among them. The bishop's body was brought to Tobolsk, where, after the funeral service, he was buried in the St. Sophia Assumption Cathedral.
In 1919, the Tobolsk Theological Seminary was closed. In the 1920s, all monasteries in the region were closed. In 1921-1922, due to drought, the Volga region was struck by a terrible famine. The new authorities took advantage of the situation to begin the seizure of church valuables. According to the report of the Tyumen GPU for May 5, 1922, 52 pounds of 30 pounds of silver, 5 pounds of gold, 1,609 precious stones, including 195 diamonds, were seized in Tyumen. 76 pounds of 21 pounds of silver, 1 pound of gold, 1,690 precious stones, including 193 diamonds, were seized in Tobolsk.
By April 1930, 16 churches were closed in Tobolsk, a 16-ton bell was dropped from the cathedral bell tower. In Tyumen, by 1932, all religious buildings were closed with the exception of the All-Holy Church. In 1932, the Tyumen Annunciation Cathedral was destroyed. In Tobolsk, the Trinity Cathedral Church in the Ioanno-Vvedensky Monastery, the Churches of the Nativity of the Virgin and Nikolskaya were destroyed.
